• Lead testing efforts for each release in dev and beta environments.
• Develop and maintain test plans and scripts for testing.
• Create Azure DevOps work items for requirements, enhancements, change requests, and bugs; document work in Azure DevOps.
• Coordinate with the functional owner and developers to research anomalies, identify root causes, and troubleshoot system issues through to resolution.
• Capture and document metrics in support of the user acceptance testing.
• Assess current testing processes; recommend and implement process improvements, including automation where practical.
• Provide time and level-of-effort estimates for testing and requirements analysis.
• Assess the archive of data in the existing system and assist with conversion from Oracle to SQL and the migration of data into new repositories.
• Make recommendations for data dissemination and accessibility in the new system.
• Work with the project manager and development team to determine requirements as needed in support of application development.
• Create written documentation of requirements for both technical resources and business users.
• Perform analysis of requirements and be able to integrate changes and new requirements with the existing system design.
• Create meeting agendas and summaries.
• Adapt to changes in daily work plans based on customer support and developer needs.
• Be able to understand and articulate both the overall project goals (i.e, the big picture) and project details in a fast-paced environment.
• Serve as a liaison between internal and external users and technical resources to translate business needs into technical requirements.
• Create and use SQL queries in support of analysis activities and to aid in resolution of data and application issues.
• Comply with AHCA’s Division of IT Information Systems Development Methodology (ISDM) standards and formats on all work products.
• Assist in the completion of status reporting and escalation of issues to management.
• Participate as directed in activities under the direction of an AHCA IT Project Sponsorship, including the respective IT Team Lead and stakeholders; perform duties delegated by the Project Manager on behalf of the department.

Project Overview:
The Agency requested and received a general budget appropriation to procure and implement a data collection auditing system (herein referred to as Auditing System). This system and process modernization is expected to create efficiencies and cost savings for both the Agency and submitting providers, as well as ensure future stability for this statutorily required and critical core Agency function. The primary objectives for this modernization effort include:

• Improve Process Efficiency – minimizing the time and resources required to submit/collect, certify, and make available more timely data through process automation and system modernization (reducing the 5-month certification period);
• Protect and Preserve Data Quality – maintaining, at a minimum, the current data quality and certification levels that have historically resulted in Florida being recognized as a national leader in health care data consistency and quality; and
• Facilitate Improved Data Integration and Sharing – increasing the frequency, availability, and interoperability of data between the discharge data system and other data systems both internal and external to the Agency.
• This will require the development and delivery of a new data collection auditing application that will connect to the Agency’s tracking system. The application will integrate an audit functionality with the Agency infrastructure.

This contract is to procure the IT staff augmentation resources required to build a custom wrap-around system which will integrate with one or more third-party software components to provide capabilities such as pre-submission (file testing and editing) tool for data scrubbing, auditing, and grouping. This hybrid will integrate with an in-house solution that incorporates a new submission website utilizing industry standard web service and integration technologies and Agency enterprise IT standards.
