PURPOSE:
- The Banking book, Treasury and Substantiation PC, GBS is accountable for delivery of the end to end Banking book %26amp; Treasury product %26amp; valuation control function in GBS and lead the Substantiation Control team for all asset classes in GBS.
- The PCVC function has been realigned under one leadership and rebranded as Product Control (PC). This realignment is to meet business demands and the emerging future skills that are critical to the organization’s success. Realignment brings in complete ownership of controllership and drives a culture of performance. This will require PC function to transform including uplifting capabilities to assume higher value activities and management of an expanded platform set.
- The Head of Banking book, Treasury and Substantiation PC, GBS will work closely with the Global Head of Treasury PC, Global Head of CF %26amp; LSS book PC and the PC senior management team in Bangalore %26amp; Singapore to deliver the objectives of the function. This is aligned to Finance and banks overall strategy supporting Treasury and Banking book Controllership end-end under a single leadership in Bangalore.
RESPONSIBILITIES
Business:
- The role encompasses Control, Governance and Advisory aspects in supporting the Banking and Treasury businesses leading a large team of 45+ staff to achieve the objectives of the function.
- Work with the regional CFOs to ensure that the interfaces between CF systems and country level accounting infrastructure are properly maintained and controlled
Controls
- The role is responsible for the design and operation of a robust control environment in adherence to the Bank’s Operational Risk Framework and to mitigate key risks such as ‘Rogue Trading’ Displays exemplary conduct and lives by the Group’s Values and Code of Conduct
- The control aspects include oversight of Daily and month-end P%26amp;L reporting processes across over 50 countries, trader conduct checks through off market and cancel %26amp; amend reviews and daily, monthly and quarterly hedge accounting controls, review and remediation of front to back trade and valuation reconciliation breaks, supporting monthly independent price verification.
- Role involves formulating and ensuring adherence to appropriate policies and procedures to ensure the integrity of the Financial and Management reporting for Treasury
- Responsible for the independent valuation of month-end of all assets and liabilities using multiple external vendor services pricing. Provide 100% balance sheet coverage.
- Calculation and analysis of month-end reserves, and quarter-end PVA.
- Review and implement Independent Pricing methodologies.
Substantiation Controls
- Leading role for the delivery of balance sheet reconciliation %26amp; substantiation processes, controls and governance including – Establish and maintain key controls and monitoring processes, Centralization of processes within Product Control.
- End/end ownership of TP to GL Reconciliations, Substantiation, FOBO, DPL reporting and AvF
- Setting up controls to ensure the adequacy of daily system reconciliation between Trade Processing systems and the General Ledger
- Central team responsible for manual adjustments %26amp; IFRS 9 classification mapping and exception reporting.
Governance:
- The role is an accountable finance representative for Treasury %26amp; CF businesses and represents the function at key forums such as the TM-NFRC, the Treasury Valuation Forum, CF Valuation Forum and Valuation %26amp; benchmark committee.
- Review and implement Independent Pricing methodologies
- Ensure International Accounting Standards (IFRS) standards are applied and practiced across the business
Advisory
- On the Advisory side, the role involves partnering with the business across a wide range of topics providing valuable and actionable insight for senior management. Topics include:
- Analytics around liquidity requirements
- Group Balance sheet composition and movement analytics
- Budgeting and forecasting of Income
- Transfer Pricing Policy and Governance
- Accounting standards advisory (including IFRS9 adoption).
- Analytics around impact of upcoming regulatory change
- From a change governance standpoint, the role requires leading the strategic Business and Finance initiatives such as Razor, Project STRIDE %26amp; Portfolio Controls – PCT2.
People and Talent
- To lead, inspire and motivate the Treasury, CF %26amp; Substantiation Product Control team ensuring that everyone achieves their potential and that the team delivers its collective agenda
- Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
- Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
- Employ, engage and retain high quality people, with succession planning for critical roles.
- Responsibility to review team structure/capacity plans.
Risk Management
- Responsible for identifying, assessing, monitoring, controlling and mitigating Operational risks in ‘Management Reporting and Controlling’; part of the process universe for Treasury
DESCRIPTION OF TECHNICAL COMPETENCIES:
Given the breadth of areas the role covers, it requires a high proficiency in a wide variety of topics, including:
- Expertise in Accounting and IFRS Standards including IFRS 9 particularly in areas such as Hedge Accounting using Derivatives, De-recognition, Failed Sale Accounting, Consolidation and Offsetting rules.
- Strong understanding of valuation concepts and methodology for a wide range of financial instruments including FX, Securities and Derivatives.
- Proficiency in Funds Transfer Pricing and Regulatory Liquidity Reform framework such as Liquidity Coverage Ratio and Net Stable Funds Ratio
- Proficiency in balance sheet analytics, performance management and balance sheet optimisation.
- Extensive Product Control experience and expertise to continuously enhance the control environment.
- Proficiency in design and operation of a robust control environment under the Operational Risk Framework encompassing P%26amp;L Reporting, Balance Sheet Substantiation and other key Finance controls for Rogue Trading.
- Lead the design and implementation of strategic infrastructure with an aim to continuously lower operational risk and improve productivity.
