Job Title: Business Analyst/Project Manager (onsite once allowed)
Job Location: Tallahassee, FL
Job Duration: 12+ months
Job Overview: This scope of work is for business analyst/project management services to manage Electronic Laboratory Reporting (ELR) projects within the Surveillance Systems Section for the Division of Disease Control and Health Protection.
Job Requirements:

  • Five years of project management experience
  • Five years of experience communicating project updates both orally and in written form with technical staff, executive management and user staff
  • Five years of experience with facilitating and developing applications from use cases process documents, and work flow diagrams
  • Five years of experience working with end-users and subject matter experts to document existing processes and identify appropriate changes to existing processes
  • Five years of experience with the use of Microsoft Visio, Word and Excel
  • Five years of experience developing project plans
  • Five years of experience in database analysis and design
  • Minimum one year of experience working with health Information Technology surveillance systems
  • Five years of MS SQL Server experience.
  • Certified Project Management Professional (PMP).

Job Responsibilities:

  • Monthly, collaborate with the Data Acquisition Unit Manager and Surveillance Systems Section Manager to establish short and long-term objectives for the ELR program, as directed by the Department.
  • Weekly, participate in regularly scheduled public health information technology calls and meetings related to ELR, as directed by the Department.
  • Daily, ensure adherence to process and project management standards and guidelines (DOH and PMO Policies and Procedures) for the ELR program, as directed by the Department.
  • Annually, create and submit a project management portfolio (e. project plans, risk assessments, governance documents) with the Division of Disease Control and Health Protection (DCHP) information technology teams, as directed by the Department.
  • Daily, provide consultation to external providers, county health departments, the Data Acquisition Unit Manager, the Surveillance Systems Section Manager, and other partners regarding data transmission to support surveillance and reporting, as directed by the Department.
  • Daily, develop and maintain project artifacts and application documentation related to ELR, as directed by the Department.
  • Daily, attend ELR status meetings and maintain ELR facility onboarding and testing documentation, as directed by the Department.
  • Daily, assist the Data Acquisition Unit Manager and other surveillance systems section staff with the coordination, scheduling and tracking of the facility enrollment process (initiation, testing, production) for ELR, as directed by the Department.
  • Weekly, develop and maintain weekly/monthly updates using MS Word, Excel, Project or other software tools or applications using project planning, as directed by the Department.
  • Daily, work with DCHP resources to standardize collection and storage of DCHP shared data daily as directed by the Department.
