Job Description: 1. Principal Consultant (Team Leader)
Overall responsibility to ensure effective and efficient team working.
a) Should have excellent project leadership and team building capabilities, solution design for all Cells and milestone-based project management skills
b) Set monthly targets in keeping in view the long term and short-term goals of Department by holding regular meetings and discussion with the all stakeholders
c) Prepare the quarterly progress reports
d) Should be responsible for planning, directing, and coordinating the overall program effort of the PMU.
e) Should be responsible for managing the team
2. Externally Aided Project (EAP) Cell
Should conduct research and analysis, applying technical experience, knowledge and established assessment frameworks and approaches towards getting external funding.
a) Should provide technical and analytical expertise to different departments and handholding in preparing PPR/ PRF around a specific requirements of departments and focus of the State Government lining with the focus of funding agencies etc.
b) Writing background materials and contributing to the preparation of reports, manuals, and presentation
c) Ensuring capacity building of departments for EAP
d) Should perform training and need analysis.
e) Ensure Capacity building – plan and conduct trainings for all stakeholders involved
3. Supply Advisory Board (SAB)/ Work Advisory Board (WAB) Cell
Should have adequate experience in requirement definition, procurement/ works, project management, contract management, etc
a) Delivering procurement/ works advice to Department during project delivery, including but not limited to: development of business cases, procurement strategy, evaluation criteria, tender documentation
b) Supporting management of supplier relationship and negotiations on behalf of the Department
c) Should have experience in developing high-quality documentation
4. Policy Initiative Cell (PPP/CSR/ convergence etc)
a) Strategy and Policy Development and suggestions to different departments. Formulate and review policy, of departments on need based analysis.
b) Provide support to the State Government on policy issues.
c) Support departments with other interagency cooperation.
d) Disseminate relevant information, findings and lessons learnt to different departments.

Desired Qualification:
Post-Graduation in Public Administration / Business Administration/ Project Management from a reputed University
Desired Skillset:
Minimum 10 years experience. Should have relevant exposure / experience of Project Management in large scale government programme in Urban Planning & Development / Infrastructure Projects/ Technology Solutions / eGovernance etc. Should have experience of providing advisory and PMU services (DPR/RFP preparation, procurement, etc.) services in large government projects in India. Certified in Project Management certifications like PMP, Prince 2 etc. preferred
2. Externally Aided Project (EAP) Cell
Desired Qualification:
Post-Graduation/ Graduation in Engineering preferably with Business Administration/ Finance background from a reputed University
Desired Skillset:
Minimum 7 years experience. Should have relevant exposure / experience of Project Management in large scale government programme in Urban Planning & Development / Infrastructure Projects/ Technology Solutions / eGovernance etc in the field of Externally Aided Projects. Should have experience of providing advisory and PMU services (DPR/RFP preparation, procurement, etc.) services in large government projects in India through externally funding agencies such as ADB, AIIB, JICA, World Bank, IFAD, KFW etc.
3. Supply Advisory Board (SAB)/ Work Advisory Board (WAB) Cell
Desired Qualification:
Post-Graduation/ Graduation in relevant field preferably with Business Administration/ Finance background from a reputed University
Desired Skillset:
Minimum 7 years experience. Should have experience of working in the field of supply advisory / work advisory areas in Central/ State Government / PSUs etc, providing advisory and PMU services/ evaluation of projects (e-procurement, etc.) services in large government projects in India.
4. Policy Initiative Cell (PPP/CSR/ convergence etc)
Desired Qualification:
Post-Graduation/ Graduation in relevant field preferably with Public Policy/ Public Administration/ Business Administration/ Finance background from a reputed University
Desired Skillset:
Minimum 7 years experience. Should have experience of working in the field of PPP/CSR/ Convergence of various Government schemes/ fund raising through various means etc.
